Responsibilities:
1.REGIONAL ACCOUNTING SERVICES
Plan, direct, manage and control the financial, budgetary, accounting and control activities of the Region ensuring that the services offered are done in the most cost efficient manner to continuously meet the stakeholders' expectation in realizing business goals and objectives.
He has to ensure that all the accounting and financial operations are done accurately, complete and timely in accordance to establish standards, policies and procedures.

2.REGIONAL ADMINISTRATIVE AND PROCUREMENT SERVICES
In providing services to all business lines within the Region, he is responsible in the following areas:
Contract Administrative & Procurement
-Developing the regional procurement master plan and strategic procurement approach to ensure that materials and services are procured efficiently, timely and cost effectively in accordance with the corporate policies and procedures including maximizing SAP R/3
IS-Oil MMM utilization.-Review and assess the vendors/contractors' performances, validity and efficiency ensuring that users are provided with the most reliable material and service provider.
-Evaluate and approve the Request for Quotations.
HR Administration Services
-Planning and managing the smooth implementation of administration, HR
(overtime, medical, leave, contract manpower), training and staff relation matters ensuring that the tasks done efficiently and timely.
-Promoting a constructive and conductive working environment inculcating the quality culture at all levels of staff in enhancing the corporate integrity and image and promote overall awareness on environment, health and safety concern by providing management guidelines and monitoring HSE practices within the Region so as to ensure that all practices of the company and PETRONAS are compiled and adhered to.
-The accuracy, completeness and timeliness review and approval of Medical invoices processing for Campus 16 on behalf of PETRONAS (Applicable for Southern Region only) Property Management and Maintenance(Applicable for Southern Region only)
-Responsible in the planning, implementation and execution for effective management and maintenance of PDB's building and properties ensuring that the facilities of the building are working in good order and satisfy customers (tenants requirement.
-Review and recommend to management for improvement projects on the building.
3.SYSTEM,ENFORCEMENT AND COMPLIANCE REVIEW
-Manage,control and direct the implementation of approved processes,compliance to corporate policies and procedures ensuring the adequacy and integrity of internal control and information management system.
-Actively contribute in reviewing structure, systems and processes in meeting the changing business requirements towards a clear and concise work processes in order to enhance operational efficiency.
-Conduct Enforcement and Compliance review for PDB as identified in the Review Plan by ASSAC.

4.PERFORMANCE MANAGEMENT
Develop plan and strategies to meet and improve high standard service level provided to continuously monitor and ensure the performances of the department and its subordinates meet the standard and agreed Service Level Agreement and provide performance reports and recommendation to the management so as to provide the basis for management directions and to improve business operations.

5.BUDGETARY CONTROL & COST OPTIMIZATION
-Formulate Annual Plan & Budget (Opex & Capex) requirement for the Department and Admin. Facilities for the Region.-Review, monitor and control the departmental Opex and Capex spending not exceeding the approved budget. Responsible in reporting the monthly performance on budget utilization.
-Regionally initiate process and procedures on Budgetary Control enforcement.
-Formulate strategies to utilize the effectiveness of operational and technology changes to give the utmost added value to PDB's business. Has to identify and areas of improvements and create opportunities to optimize cost of operations, administration and people.
6.SALES ORDER TAKING
Direct, monitor and control the sales order taking policies and procedures so as to ensure that:-
-product reach the Non-Mesra Link East Malaysian customers as per contract, on time and safe.
-smooth and secured PDB ex-depot cash sales order taking.
-proper and complete management of interplant Sales Transfer Order between PDB. Responsible in reviewing and unblocking of DN for customers with PCO and ensure that necessary approval have been obtained and in accordance to established policies and procedures.
7.CUSTOMER ACCOUNTS MANAGEMENT
-Provide expert advice and guidance to business lines on resolving issues and disputes raised by customers at region.
-Identify opportunities for improvement and make recommendations to management on the quality and accuracy of PDB records, accounting and other relevant services towards cost saving and shorter collection period.
8.REGIONAL COMMITTEE
-Play an active role as a member/secretariat in the following committee meeting:-
>Quarterly Product Deliveries Co-ordination Meeting for the Region to agree and resolve issues on deliveries and customer complaints.
>Quarterly Management Committee Meeting
-Plan interviewers in the evaluation of prospective customers or dealers.
-Participate in the negotiation meeting with prospective customers or dealers to ensure the company's financial interest is properly safeguarded and risk is minimized.
9.PUBLIC AND COMMUNITY RELATIONS
-Responsible is planning, organizing and coordinating functions on public relations, community service, social and religious activities for PDB at the Region.
-Responsible in organizing and coordinating all public and community relations on behalf of PETRONAS at the Region, eg.Formula 1 promotion, PETRONAS community programs, National Day Parade, etc.This function will require close liaison with Group Public Affairs Dept, PETRONAS, Govt and State authorities.
10.BUSINESS SUPPORTS
Act as Regional focal and referral point to ensure smooth work process to resolve complex problems faced by users and provide expert opinions and consultation regarding companies policies, procedures and practices.
11.RECORDS & DOCUMENT REPRESENTATION SCHEDULE
Direct and monitor the implementation of Records and Document Representation Schedules (RDRS) at regional level in ensuring effective records and documents management practices groupwide whist maintaining their integrity and protecting PDB's business interest on the whole.

12.STAFF DEVELOPMENT
-Plan and monitor the staff development program, technical (accounting) and non-technical to ensure that all staff has the appropriate skills, competencies and proper performance measurement.
-The position also plays a critical role in motivating employees for the superior performance and to inculcate quality principles in pursuant of excellence standard on their job.    
Requirements:
-Degree in Accounting, Finance or related discipline.
-Preferably a registered member of MIA or other equivalent.
-Minimum 12 years experience in Finance or Accounting preferably in the Oil and Gas industry.
