This position presents a challenging career opportunity for a dedicated and seasoned professional engineer to be responsible for all aspects of technical support to the LNG terminal operations and maintenance teams and for facility integrity including engineering of plant changes, inspection and the laboratory. You and your team of process, electrical, instrument and mechanical engineers will have overall responsibility for safeguarding asset integrity, setting the approved plant operating envelope and maintaining a comprehensive inspection programme and complete technical records. During the construction phase, you will be the primary person accepting the correct completion of systems by the EPC contractor and overseeing all equipment certification, verification of custody transfer and quality measurement equipment and the testing of safeguarding/shutdown systems. After start-up, you will also oversee the engineering and execution of new project works in the LNG terminal.
Responsibilities:
The incumbent shall undertake the following activities:
- Carry out asset integrity engineering activities in compliance with statutory, regulatory and insurance requirements and applicable Codes and Standards and SLNG company needs.
- Responsible for gathering plant operating indexes and efficiency measurement and analysis.
- Provide trouble-shooting, optimization and technical services to the Production and Maintenance teams.
- Responsible for daily, monthly and yearly plant and equipment inspection routines and collection and analysis of data and preparation of reports including recommending corrective actions.
- Investigation and follow-up on occasions of missed nominations, gas out of specification incidents, trips, large operational excursions, failure of equipment components, containment or structures.
- Participates in the development of maintenance/ inspection strategy with emphasis on reliability related issues
- Reviews the spares inventory and stockholding to optimize cost without impairing reliability or asset integrity.
- Ensure updates of all historical records of all plant equipment and components as required by all statutory bodies or insurances and for auditing purposes.
- Administers the Process Licensing Contracts.
- Supervises asset integrity based reviews and assessments.
- Works together with the Maintenance Manager to plan and maintain the overall shut-down and inspection plan.
- Overall responsibility for the Management of Change policy for SLNG.
- Manage the various documents and reports such as engineering documents and studies.
- Review compliance with statutory and insurance policy required engineering standards and good engineering practices which are application to the terminal.
- Review applicable regulations and codes to ensure company standards and policies are current.
- During the engineering stages, to work with the Project group and the EPC contractor mechanical group and be fully knowledgeable in the plant design as it pertains to mechanical integrity, as regards LNG tanks, plant piping, pressure vessels, heat exchangers and control systems.
- To supervise all installation, inspection and testing activities in the facility.
- Takes on additional responsibilities as directed by the Head of Operations.
- Bachelor’s Degree in Engineering; preferably in Process/Chemical or Mechanical Engineering or equivalent.
- At least 10 years engineering experience in LNG import or liquefaction facilities including reliability management, quality assurance and condition monitoring experience would be highly desirable.
- Candidates with significant experience in the oil refining, petrochemical or natural gas processing industries who also have experience in cryogenic facilities (e.g. ethylene, ammonia, LPG, air separation) will be favorably considered.
- Robust understanding of process design and engineering of cryogenic systems, rotating equipment, piping, instrumentation and control systems.
- Excellent communication, influencing and leadership skills with proven capability in staff development.
- Relevant knowledge of maintenance management in the Oil & Gas industry with related experience in CMMS systems operation and/or implementation.
- Reliability management, quality assurance and condition monitoring experience is highly desirable.
- Possess sound understanding of plant operating and maintenance practices in an LNG installation.
- Must be able to read P&IDs, isometric drawings, vessel and valves mechanical drawings.
- Relevant experience in the field of maintenance and maintenance management in the Oil & Gas industry with related experience in CMMS systems operation or implementation including but not limited to shutdown planning, development and application of maintenance strategies and work control would be well regarded.
- Should be familiar with methodologies for inspection, NDT, data gathering, collation, presentation, tagging and equipment identification.
- Reliability Management and Condition Monitoring experience are essential as is quality assurance experience.
- Good knowledge and understanding of process design and process operations.
- Able to write reports, business correspondence and procedure manuals.
- Should have some prior experience with supervision of fully qualified QA/QC inspectors in similar type of construction, at a facility inspection level and/or as a metallurgist.
- Being certified to qualify welders that may be required to perform welding on the facility on pressurized systems would be a bonus.
- Good written and spoken English.
- Must be proficient in using Microsoft Office and other design and simulation computer software.
- Excellent leadership skills with proven capability in staff development.
- Good general interpersonal, communication and influencing skills.
- Highly adaptable with experience working in a multinational and multicultural environment.
- Ability to work well in a team.
