JOB FUNCTION:
The Engineering Lead (EL) is responsible for the integrity of the design management process within Production Projects Division (PPD); ensuring that procedures and practices are in place and current, to effectively manage & control the design engineering activities undertaken by PPD.  This requires functional supervision of the activities of discipline engineers supporting specific projects or programs, interaction with several design consultants and contractors, and close coordination with individual Project Teams (PT).  

Responsibilities and duties:
• Provide overall engineering leadership and expertise to all projects within PPD, typically working with multiple small projects.
• Primary custodian of the PPD Engineering Surveillance Process and effective implementation.
• Point contact for managing/distributing/stewarding site technical queries, field NCR's, etc. as related to resolving issues with implementing project design deliverables.
• Maintains close liaison with appropriate discipline engineering members of PT's as well as other functions (Safety, Business, Quality, Construction) as required.
• Supervises and coordinates PPD discipline engineers in project design oversight, works to gain alignment with the PT's on individual project engineering needs, objectives, and requirements
-Participate in kick-off meetings with the EPCM contractor and PT to ensure common understanding of engineering requirements, including deliverables.
-Participate in project team member briefing sessions with respect to engineering requirements and processes.
• Interface as required with project review teams and post audit activities with respect to contract administration and subcontracting.
• Support arrangement of required review and appraisal for critical portions of work, as required.
• Facilitate capture and communicate engineering and design lessons learned within PPD.
• Support stewardship by discipline engineers of the EPCM contractor's activities with respect to engineering execution including:
-Ensuring that all affected parties are familiar with engineering execution plans, procedures, objectives, and overall job requirements.
-Ensuring that the contractor staffs the project with adequate numbers of qualified personnel.
-Ensuring that the contractor employs the appropriate design tools, including computer hardware and software.
-Ensuring that the contractor adheres to all appropriate specifications and standards.
-Ensuring that the contractor provides all contract documents, including those referred to in the job spec.
-Reinforcing the requirement for the contractor to control the work, i.e. accurate and timely progress measurement and reporting.
• Advise the EPCM contractor's engineering and design organization with respect to:
-Compliance with ExxonMobil's policies for prevention of information brokering and compliance with business standards guidelines
-Contractor's engineering and design procedures, processes, and deliverables
-Contractor's staffing, including staffing plans, and personnel suitability and adequacy
-Resolution of contractor's engineering claims, if any
• Coordinates engineering staffing planning and recruitment process for PPD


REQUIRED KNOWLEDGE, QUALIFICATIONS, SKILLS, AND EXPERIENCES:
• Broad and extensive knowledge of:
-Design standards, specifications, codes, and appropriate safety criteria,
-Offshore facilities and structures design, construction, and operations; some experience with Brownfield design execution,
-Engineering administration,
-ExxonMobil practices, processes, and expectations with respect to project engineering,
• Experience performing engineering quality surveillance.
• Experience in facilities or surface technical surveillance role (field troubleshooting).
• Experience supervising engineering teams from conceptual, detailed design through installation/commissioning support.
• Bachelor Degree in an engineering discipline,
• 15+ years of closely related professional experience, 5+ years of which should be at the senior project engineering / engineering management level with overall responsibility for engineering execution
• Strong organizational, management, and technical judgement skills
• Ability to adapt to tight deadlines, heavy workloads, and frequent changes in priorities
• Proficient in Microsoft Office suite of software programs, Lotus Notes, etc.
• Read, write, and speak fluent English, especially as it applies to technical and business communications
