1. Material Coordinator Field Facilities (CP-A31)
RESPONSIBILITY AND DUTIES:
• CONTRACTING: 1. Consult on Initial Logistics Contracting Strategy 2. Develop, Execute, and Administer Freight Forwarding Agreements 3. Develop, Execute, and Administer Customs Brokerage Agreements 4. Develop, Execute, and Administer Spare Parts Transportation Agreements 5. Develop, Execute, and Administer Long Lead Equipment Transportation Agreements 6. Develop, Execute and Administer Marine Service Agreements 7. Develop/Review Logistics Scope of Work 8. Communicate project specifications for equipment and material preservation, packing and handling
• Freight Forwarding: 1. Identify and scope Freight Forwarding Requirements for the Project 2. Develop and Manage Work Orders related to Freight Forwarding for the Project 3. Identify and optimize cargo routings 4. Schedule cargo movements from origin to destination 5. Validate freight forwarding agreement invoices against goods received 6. Monitor Key Performance Indicators for freight forwarding service providers 7. Review and approve EPC Logistics Plans
• Customs Clearance: 1. Establish policies and processes for Customs Clearance and Importation 2.
Maintain country-specific import/export processes for physical movement
and data flow of material within customs importation guidelines 3. Develop and Manage Customs Power of Attorney documents
• SITE INFRASTRUCTURE/LOGISTICS IN HOST COUNTRY: 1. Conduct and evaluate route survey 2.
Identify and quantify infrastructure improvement opportunities that,
unless corrected, could adversely impact the project schedule for
delivery of equipment and materials at final destination 3. Heavy Haul shipments up to 200MT 4. Receiving, warehousing and issuance of material 5. Sequencing of Spare Parts – Commissioning and 2 year Operating 6. Work jointly with Construction to oversee module/structure transport in/out of fabrication yards
• MATERIALS MANAGEMENT: 1. Develop processes for physical movement of equipment and material as well as data flow 2. Manage supply chain delivery between project and drilling 3. Project material and equipment expediting 4. Communicate project specifications for equipment and material preservation, packing and handling 5. Manage material tracking "in transit" through receipt at job site 6. Coordinate and monitor multiple EPC shipping requirements 7. Confirm ship dates and cargo readiness dates 8. Long Lead Equipment and Spare Parts Transportation
REQUIRED KNOWLEDGE, QUALIFICATIONS, SKILLS, AND EXPERIENCES: • 5 years of Procurement experience • Intermediate to Expert Equipment and Materials Logistics Skills including Contracts, Customs, Traffic, and Expediting • Strong analytical, leadership, negotiation and communication skills • BA/BS Preferred
Daily direct procurement supervision will not be available when located
overseas or rotating; therefore additional requirements are as follows:
• Must be a self-starter and able to work in a virtual organization •
Ability to oversee and monitor EPC Contractor logistics activities
including track/monitor key equipment and material movements
2. Site Material Coordinator Field Facilities (CP-A32)
Responsibility and duties:
• Site infrastructure/logistics in host country: 7. Receiving, warehousing and issuance of material 8. Sequencing of Spare Parts – Commissioning and 2 year Operating 9. Work jointly with Construction to oversee materials requirements at site
• Materials management: 9. Administration and supervision of the Contractor s Materials Management Plan and Warehousing Plan 10. Manage distribution of the materials and equipment as required 11. Project material and equipment delivery at site - interface with the Jakarta home office team 12. Apply project specifications for equipment and material preservation, packing and handling 13. Oversee Contractor s material tracking "in transit&uot; through receipt at job site 14. Confirm custom clearance dates and inland transportation plan dates 15. Monitor Contractor s Long Lead Equipment and Spare Parts Transportation Plan 16. Interface with the Construction team at site on all materials / equipment issues
Required knowledge, qualifications, skills, and experiences: • 5 years of Materials Management (at site) and Logistics experience with a project of similar size and scale • Intermediate to Expert Equipment and Materials Logistics Skills including Contracts, Customs, Traffic, and Expediting • Strong analytical, leadership, negotiation and communication skills • Hands on experience with computerized materials management and tracking system • College / University Education or equivalent • Must be a self-starter and able to work in a virtual organization •
Good interpersonal and communication skills in English and Bahasa
Indonesia. The ability to speak Javanese is an additionally desirable
attribute. • Ability to oversee and monitor EPC Contractor logistics
activities including track/monitor key equipment and material movements
3. Project Controls Engineer- Field Facilities (CP-A33)
RESPONSIBILITY AND DUTIES: • Provide stewardship for Functional Support and monthly reporting. •
Review and monitor the Contractor s performance in the areas of cost
estimating, scheduling and project control and provide input as
necessary to make certain the Company s objectives are achieved. •
Provide timely review of cost and schedule impact of changes,
modifications or alternatives by keeping abreast of engineering,
procurement and construction activities and maintain project trend and
change order logs. • Prepare all required cost and schedule reports and provide project cost input into the Project Monthly Report. •
Prepare cost forecasts to ensure budget requirements are within project
expectations and keep management aware of potential budget problems as
early as possible. • Review the contractor s procedures for
estimating, scheduling and project controls and modify as necessary to
meet the Company s needs. • Assist in the preparation and review of
EPC projects cost estimates and schedules and reconciliation s utilizing
the Contractor s systems and personnel as required. • Assist in the preparation of commercial terms and other documentations for the EPC bid packages.
REQUIRED KNOWLEDGE, QUALIFICATIONS, SKILLS, AND EXPERIENCES: • Bachelor of Science in Engineering or Accounting. • Good written and verbal communications skills. • Good technical/business team skills, ability to work with others. •
Minimum of ten (10) years of broad experience in the areas of cost
estimating, scheduling and project control and have at least five (5)
years specific involvement in projects for major process facilities. •
Experience with Contractors and worldwide suppliers, in particular
those involved in the construction of major onshore facilities. • Experience with project control software programs such as Excel, Word, etc.
4. Site Project Control Engineer Field Facilities (CP-A34)

5. Environmental, Regulatory & Permit Engineer Field Facilities (CP-A35)
RESPONSIBILITY AND DUTIES: • Coordinate ongoing efforts to
identify and obtain various permits for EPC1 scope of work in a timely
manner to comply with national, provincial and local rules and
regulations • Interface with the E&R functional group to support project activities and implement best practices and lessons learned •
Work and participate with project team and functional group on
preparation of project support documents, such as Environmental
Management Plan (EMP), Waste Management Plan (WMP), Spill Prevention and
Response Plans (SPRP), protection of surface water and other related
studies for the project • Support in selecting third party consulting
services with respect to Oil Spill Response Plan (OSRP) preparation and
development in coordination with Functional group and Productions •
Interface with project engineering and construction resources on project
design and implementation details required to satisfy project permit
and environmental requirements • Develop Environmental Standard – e.g. stream crossing, erosion control, etc. •
Coordinate development and submittal of EMCAPS deliverable for
regulatory compliance plan (RCP) and environmental management plan (EMP)
for project facilities • Supervise, monitor and review the plan of
the implementation environmental protection measure according to RKL and
RPL (environmental monitoring and management plan) during construction
which is performed by third party environmental consultants •
Interface and coordinate activities with E&R functional group, as
appropriate, on preparation of permitting plans and government
agencies/inspector interface • Review the RKL/RPL report for
socioeconomic issue developed by EPC Contractor prior submitting to
functional group in Development • Review and endorse EPC contractor
environmental and regulatory documents and deliverables, as prescribed
in project Coordination Procedure • Prepare project internal
environmental and regulatory stewardship reports, as well as external
reports required to satisfy Government or external financial institution
conditions/requests • Assist project team, as appropriate, on the
field inspection, special tasks and studies related to overall SH&E
and permitting requirements. • Support the E&R functional group
on Regframe implementation and implement regular environmental
compliance assessments as part of the OIMS requirements for the project. •
Ensure the implementation of the Upstream EMDC Environmental Standard
is adhered to appropriately and align with Corporate Environmental
guidance • Implement and assist training in environmental standard and technologies to EPC Contractor
REQUIRED KNOWLEDGE, QUALIFICATIONS, SKILLS, AND EXPERIENCES: • Broad technical and SH&E skills with basic understanding of project management and SH&E functional work processes •
5+ years broad-based experience preferred, in environmental compliance
and impact mitigation related to oil and gas industry, processing and
transportation, with prior experience in one or more SH&E-related
disciplines • Knowledge of EMCAPS process, and in particular SH&E and OIMS deliverable requirements • Knowledge of EMDC strategies and key business drivers • Good interpersonal and communication skills • Adaptable to changing priorities
6. Civil Inspector (CP-A36)
RESPONSIBILITY AND DUTIES: • Oversee civil/structural related
construction activities (excavation, paving, etc.) performed by the
Contractor or sub-contractors in assigned coverage area. • Read and understand project design drawings and documents in order to obtain specific knowledge of project work scope. •
Ensure that all civil/structural related activities are performed
safely and in compliance with project specifications, Company standards,
and regulatory requirements. • Ensure that all required civil/structural related inspections are performed properly. • Maintain daily log of activities. • Facilitate communication of civil related project execution issues the Project Team. •
Communicate with the Contractor and sub-contractors to ensure that the
work is executed in accordance with project specifications, Company
standards, and regulatory requirements. • Identify and assess
deviations to Contract Technical Specifications and
regulatoryrequirements; ensure that such deviations will be processed
according to project procedures, maintain Deviation Control Log. •
Assist in stewarding civil/structural queries from the Contractor and
sub-contractors as well as technical information requests. • Keep Project Team informed of civil/structural progress, deviations, and execution concerns. • Provide input on contractor performance such as worker capabilities, training, qualifications, and staffing levels. •
Assist the Project Team in obtaining civil/structural related contract
documents, including those referred to in the job specification.
REQUIRED KNOWLEDGE, QUALIFICATIONS, SKILLS, AND EXPERIENCES: • Broad and extensive knowledge of: - Industry design standards, specifications, codes, and appropriate safety criteria. - Onshore pipeline and valve station design, construction, and operations. • Bachelor of Science Degree in engineering. • 10+ years of closely related professional experience, 5+ years inspecting civil/structural works. • Strong organizational, management, and technical judgment skills. • Ability to adapt to tight deadlines, heavy workloads, and frequent changes in priorities. • Proficient in Microsoft Office suite of software programs, Lotus Notes, etc. • Read, write, and speak fluent English, especially as it applies to technical and business communications.
7. Onshore Pipeline Construction Supervisor (CP–A37)
RESPONSIBILITIES AND DUTIES: • Reports to Onshore Pipeline Construction Superintendent. •
Supervise pre-construction, mainline construction, HDD, and valve site
construction while monitoring and appraising contractor performance in
the areas of SSHE, quality, schedule, and cost. • Provide input on
construction plans and administration of the EPC contract. Review change
requests in accordance with project management of change plan. • Coordinate resolution of construction issues with appropriate company and contractor resources on and off site. •
Keep an accurate time log and provide Superintendent with daily notes
as well as continuous verbal feedback on project progress, issues,
and/or problem areas.
REQUIRED KNOWLEDGE, QUALIFICATIONS, SKILLS, AND EXPERIENCES: • BS/ME in Engineering. • 7 years of experience in Oil and Gas with a minimum of 4 years in pipelines. • Strong supervision skills while still able to nurture harmony in the work teams. • Familiar with site safety issues and onshore pipeline construction methods. • Good communication skills in both written and spoken English.
8. Site Staff Admin (CP-A38)
RESPONSIBILITY AND DUTIES:
Safety: • Conduct Safety Induction for visitors. • Participate in the office safety program, basic first aid responder. •
Ensure work is conducted in a safe and efficient manner and that a high
level of safety awareness exists in the office environment.
Controls: • Performs and records inventory management of office supplies, safety award purchases. • Maintains office records/files per Management Protection of Information guidelines. • Prepares expense statements. • Reviews/check and maintains records of staff contractor time sheets and expense reports. • Maintains and monitors group vacation records.
Execution: • Perform administration work for manager and site team. • Maintain MPI protocol when administering sensitive information. •
Coordinates the overall administrative activities in providing
efficient and effective office support services for the execution team. • Support development of management presentations for internal and external audiences. • Draft routine memos and reports. • Administers all inbound / outbound mail, filing system, phone receptions. • Provides secretarial functions relating to invoices, personnel work orders, immigration, expense reporting. • Serve as a liaison with Human Resources (HR) to organize newcomers/visitors work permits/visas. • Report payroll to HR (EM employees only) and maintain vacation records. • Post Time-writing job numbers, monitor entries, ensure group members enter data, provide assistance as needed. •
Provide organization, planning, and administration of teambuilding and
special work team arrangements, update team members list. • Arrange travel, accommodation arrangements for VIPs and visitors. • Coordinate with other secretaries regarding reports, appointments, etc. • Carry out administration tasks, such as: - Assist with meeting arrangements. - Make travel bookings, conference arrangements, and events arrangements. - Prepare letters, memos, presentations, faxes. -
Perform clerical and general office duties, word processing, record and
files maintenance, mail distribution, and telephone reception. - Copying, distribution, and shipping. - Prepare and submit expense accounts. - Process and maintain files for calling card, wireless, and pager orders. - Prepare and submit business card/stationary orders for group members.
Systems: • Travel Tracking: Records personnel travel movement/booking via PTS. • Vacation and Out of Office Tracking: Records and maintains execution team records.
REQUIRED KNOWLEDGE, QUALIFICATIONS, SKILLS, AND EXPERIENCES:
COMPETENCIES • Computing: Strong user of Microsoft PowerPoint,
Word and Excel. Microsoft access, Visio, Time-writing, EXTRA, and SHARP
timekeeping system and Good computing skills. • Interpersonal:
Strong interpersonal skills required. Ability to interface with internal
and external parties. Team player capable of working with
multi-national staff, 3rd Party Contractors and all levels of EMOI and
MCL management. • Office Management: Good organizational skills, filing, document tracking, travel management. • Communication: Excellent English communication skills. • Extensive knowledge of e-mail system.
QUALIFICATIONS • 5-years working for a large company in office administration, hotel or airlines. • SAP experience desirable.
MANDATORY GUIDELINES/DOCUMENTATION • Familiar with Business Travel Guidelines. • Familiar with account code / DOAG Guidelines. • Familiar with P&GMs. • Familiar with Company MPI Guidelines.
OTHER REQUIREMENTS: • Required to work independently with little supervision. Able to communicate in both English and Bahasa Indonesia. • Must be willing to live and work in a remote site environment.
9. Environment, Regulatory & Socioeconomic Advisor (CP-A39)
RESPONSIBILITY AND DUTIES:
1. Coordinate ongoing effort to obtain various permits for EPC3&4
scope of work in a timely fashion in order to remain in compliance with
National, Province, and Local regulations. 2. Interface with the
functional groups as necessary to access timely support for project
activities, identify/implement best practices and lessons learned. 3.
Work with PMT and Functional groups to support development of documents
such as oil spill response plan and waste management plan. 4. Interface with project engineering and construction to ensure environmental and regulatory compliance. 5.
Coordinate development and submittable of EMCAPS regulatory compliance
and environmental management plans for project facilities. 6. Work
with consultants, as necessary, to prepare and submit requisite
environmental, regulatory and socioeconomic impact assessments. 7.
Interface and coordinate activities with functional groups, as
appropriate, to develop and implement appropriate plans for interfacing
with Non-Governmental Organizations (NGO s) and Government agencies. 8.
Review and advise PMT about EPC contractor s environmental, regulatory
and socio economic documents and deliverables, as prescribed in project
Coordination Procedure. 9. Prepare project internal environmental,
regulatory and socioeconomic stewardship reports, as well as external
reports required to satisfy Government or external financial institution
conditions/requests. 10. Assist project team, as appropriate, on
special tasks and studies related to overall Environmental and
Regulatory permitting requirements, and community affairs at shore
tie-in and offshore work sites. 11. Develop amicable relationships to
facilitate open communication and transparency in processes and
procedures with various Government offices (BPMIGAS, SeaCom, etc) that
are responsible for issuing recommendations and approvals for regulatory
and environmental permits. 12. Work closely with ITS to exploit full benefits of the work scope for which ITS has been contracted.
REQUIRED KNOWLEDGE, QUALIFICATIONS, SKILLS, AND EXPERIENCES: •
Broad project management, technical and SH&E skills with good
understanding of working in a project setting and an ability to interact
amicably with various external stakeholders • 5+ years broad-based
experience preferred, with prior experience in one or more related
disciplines (i.e. Environmental, Regulatory and Socio economic) • Knowledge of EMCAPS process, and in particular SH&E deliverable requirements • Knowledge of EMDC strategies and key business drivers •
Good interpersonal and communication skills in English and Bahasa
Indonesia. Ability to speak Jawanese is an additionally desirable
attribute. • Adaptable to changing priorities as focus of activity is expected to vary between the three disciplines. • Willingness to undertake business travel and/or field based short term assignments. Ability
to interact proactively in the Project s interest, with EPC contractor,
local Government offices and local community in East Java province.
10. Material Coordinator Infrastructure Facilities (CP-A40)
RESPONSIBILITY AND DUTIES: • Work with the FEED contractor to identify long lead equipment (if any) • Assist in tendering and awarding long lead equipment (if any) • Assist in compiling approved vendor list • Evaluate bidders purchasing and materials management capabilities for EPC5 - Assist with the screening of proposed contractor s procurement capabilities. - Participate on the Bid Evaluation Team (technical portion of the evaluation). - Evaluate Contractor s proposed personnel for key procurement positions. • Oversee contractor s purchasing and materials management work on EPC5 - Review Contractor s staffing plans to optimize use of manpower. - Ensure Contractor s compliance to approved contractor procedures and contract coordination procedures. -
Review and modify, as necessary, Contractor s purchasing and
contracting documents to ensure compliance with Company s requirements
including terms and conditions of the contract. - Review Contractor s compliance with Company s prevention of information brokering and business ethics guidelines. - Oversight of Contractor on all key procurement execution activities: › Purchasing › Order Administration › Expediting › Transportation › Import/Export Activities › Warehousing › Spare Parts › Surplus Material Disposal - Ensure Contractor effectively manages procurement interfaces. - Appraise Contractor s performance and enhance as appropriate. - Resolve any materials-related claims. - Cooperate with IPR and audit teams with respect to procurement. - Ensure orderly turnover of project (with regards to procurement) to the operating organization. - Document any Lessons Learned.
• Maintain communication with UPP Materials SME and contribute to functional excellence - Stay abreast of updates to the Acquisition Handbook, Procurement DOAG and other EMGSC procurement specific requirements. - Participate in functional sponsored/required training, matrix meeting, and other Procurement events.
REQUIRED KNOWLEDGE, QUALIFICATIONS, SKILLS, AND EXPERIENCES: • 5 years of Procurement experience •
