Job Title: Senior Manager (Aviation Operations) - Oil & Gas
Location: Kuala Lumpur, Malaysia
Terms: Permanent position. Ideal for local candidate required
Role
Lead the development and effective implementation of the aviation operations’ strategies and control of the operational framework with intent to minimize risks associated with product quality, delivery operation efficiency and productivity, whilst achieving an optimum operation/service costs and adherence to HSE, industry standards and government legislation.

Role
Lead the development and effective implementation of the aviation operations’ strategies and control of the operational framework with intent to minimize risks associated with product quality, delivery operation efficiency and productivity, whilst achieving an optimum operation/service costs and adherence to HSE, industry standards and government legislation.
Key Responsibilities
1. STRATEGIES, PLANS & OPERATIONAL FRAMEWORK
Develop and review Aviation operational strategies, plans and operation framework (includes terminal targeted production capacity, optimized inventory level, replenishment plan and inventory) that supports the client's aviation business growth in manner of effective, efficient and reliable product delivery to customer’s satisfaction in accordance to HSE requirements and practice of good governance as required by client's Vision of becoming Brand of 1st Choice.
Control the enforcement of operation framework (policies, procedures and guidelines) on fleet management services in accordance to the industrial standards.
Drive the development and implementation of annual operation plan and budget for Fleet Management Department.
2. OPERATION MANAGEMENT
Direct and control the fueling activities to adhere with international and local airlines, cargo freighter and private jet to achieve precise timing set, accurate product volume and conformance to product specification through enforcement of service level to provide excellence towards effective fulfillment of customer expectations in support to client's brand promise.
Resolve matters that concern the fuel farm and fueling activities through alliance with the Authorities and partners.
Drive and lead Aviation operations compliance and assurance activities such as external and internal audit process, product inspector/installation inspector training programs in line with the aviation industry regulations, statutory requirements, company policy & procedures i.e. HSEMS and PETRONAS Aviation operations manual to sustain operational excellence.
3. OPERATION CONTROL
Control Jet A1 and Avgas product quality throughout the supply chain activities through strategic partnership with suppliers (include refineries and third party) and stringent product quality inspection process to meet the aviation industry standard and customers requirements.
Monitor and review aviation optimum stock level and variance; and recommend interventions based on demand trending and future forecast for effective aviation stock management
4. OPERATION EXCELLENCE
Lead and control the availability and reliability of aviation terminal facilities, equipment, and tools at all times.
Drive, implement and measure maintenance plan i.e. preventive and corrective maintenance for aviation terminal facilities / equipment / tool to sustain availability and reliability to meet business objectives.
Measure and report aviation facilities / equipment / tool reliability and availability and recommend fit-for-purpose interventions to achieve business targets.
5. BENCHMARKING ON INDUSTRY’S BEST PRACTICES
Benchmark on aviation industry technology, best practices and new regulations and requirements by Joint Inspection Group (JIG), IATA & other oil companies and recommend fit-for-purpose interventions for improvement.
Lead the execution of the operational and process improvement initiatives that deliver integration of key resources to achieve the superior performance standards.
6. HSE & OPERATIONAL COMPLIANCE
Direct and control the compliance of aviation operations that adhere to stringent quality control measures through the establishment of a quality assurance system / framework for effective & efficient product delivery through practice of good governance.
Drive and provide guidance on HSE and operational compliance throughout the aviation operations value chain to achieve high standards through effective implement of HSE management system, policies and practices.
7. NETWORKING AND RELATIONSHIP BUILDING
Foster and sustain effective working relationships and rapport with the government authorities, business and management institutions, national and key industry players and service providers in order to keep abreast with latest development in the relevant markets and capitalize on insider status and strategic alliances to capture opportunities for new business ventures and enhance public confidence in the company business solutions, products and services.
Provide technical advise on product specification and aviation operations requirements to customers and responsible for the Aviation Inspectorate Organization for client's aircraft refueling activities in compliance to the Aviation Industry regulations.
8. CORPORATE GOVERNANCE
Enforce the implementation of applicable client procedures and guidelines and affect the compliance to statutory and legislative requirements in order to ensure conformance to the established Limits of Authority (LOA), group-wide policies and government regulations to safeguard PETRONAS and shareholders’ integrity and image as a responsible multinational.
9. CODES OF CONDUCT (COC) AND HSE POLICIES
Communicate, interpret and champion the execution of the objectives and provisions of the Health, Safety and Environment (HSE) policies and Codes of Conduct and Discipline (COCD) within the working team and undertake appropriate mitigation and/or intervention programs to safeguard business operations, high staff discipline and industrial harmony.
10. LEADERSHIP AND CAPABILITY DEVELOPMENT
Drive the development of competent working team that will enhance and sustain staff capabilities in achieving high performance delivery by determining talent requirements, instilling values of integrity, providing leadership, coaching and guidance and implementing internal successions to ensure internalization of the right leadership and capabilities in executing their jobs.
