Marine Master / Operations & Safety Supervisor
 
KEY OBJECTIVES:
- The supervision and execution of all Marine Activities on board the FPSO, whether performed by the facility crew or other sub contractors.
- Responsible for providing advice and guidance in the area of occupational Health Safety & Environmental matters.
- Responsible for the continuous monitoring, optimizing and maintenance of the vessels stability. Recording of vessel stability and dead-weight additions and regular auditing of calculated stability vs. observed stability.
- Assisting facility management and supervision in ensuring that all personnel work within the company Safety Management System guidelines and procedures
- Ensuring the AMOS System is managed in accordance with the vendor’s recommendations for the equipment and tasks the position is responsible for.
- Ensuring that the established marine policy, procedures, and work requests are followed and adhered to.

Responsibilities:
- Line supervisor for the Cargo Operators and General Purpose Operators on deck.
- Liaise closely with the Maintenance and Production Supervisors to ensure proper planning and co-ordination of all marine and logistics services in order to provide the required level of support to production and maintenance operations.
- Responsible for ensuring compliance to all classification requirements related to Deck, Cargo and Navigational requirements.
- Regular re-assessment of preventive maintenance schedules based on monitoring and experience factors.
- Fully familiar with Petronas CarigaliBerthing and Terminal Handbook” and apply its contents to offtakes. This includes the responsibilities of the Pilot and Berthing Superintendent during offtake operations, in particular, shuttle approach, mooring approach, connection of the offloading hose, cargo transfer and during the disconnection of the Offtake vessel.
- Working with OIM to coordinate, control and plan safety training drills, exercises, briefings and training related to emergency Response in accordance with Management System Procedures
- Planning and preparation for inspection of Cargo Tanks and Cargo related equipment according to class or statutory requirements.
- Acting as the focal point in all matters relating to safety. This includes the conducting of accident and incident investigations and associated reporting routines and records.
- Manage and Plan Crane Operations. Ensure operators are informed of all safety regulations pertaining to their work.

- Administer and updating planning schedules for all maintenance activities in the deck department on a daily, weekly and monthly basis.
- Assisting the OIM in activities defined by the client for replacement of FPSO staff by National staff.
Carry out all works according to the PTSC PS applicable international and local regulations, codes and standards.
- Take the lead in following established HSE procedures, including attendance and involvement at Tool Box Talks and Safety Meetings.
- Preparation of the daily work schedules ensuring the correct Permit To Work implementation.
- Manage and control oil cargo, crude oil wash and inert gas operations. Provide the necessary supervision and training of marine operations team to attain competency in marine operations.
HSE ROLES
• Be fully conversant with the Ruby II Emergency Response Plan and his role within this plan, and is always prepared for such eventuality.
• Ensure full knowledge and understand of Facility safety requirements, including permit to work systems, operational and emergency procedures, Company policy and instructions and will ensure that the facilities marine staff are aware of, and understand them
• Conduct Monthly Facility Safety Meetings
• Conduct Weekly Deck Department Safety Meetings, ensuring minutes of meetings are fully documented, and Action Items closed out in an efficient manner.
• Ensure that all appropriate procedures are followed to protect the environment from oil pollution during oil transfer and offtake operations
• Encourage open and frank reporting of all near miss, incidents, accidents and environmental issues within his department.

WORKING RELATIONSHIPS:
- Report direct to OIM on FPSO.
- Liaise with PPS Representative

QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
- Mandatory
- Current Master Class 1 unlimited Certificate of Competency with Tanker Endorsement with a minimum 6 years experience in the position, working on board sea going tankers.
- A detailed knowledge of marine systems, vessel design limitations, statutory and classification requirements.
- Offshore Fire Fighting and Helicopter Survival certification
- Offshore Medical Certification

Desirable:
Previous experience with oil field producing operations and safety management systems which include permit to work and isolation procedures, particularly FPSO or FSO Operations.
