1) Offshore Pipeline Engineer


Accountabilities :
* Lead comprehensive feasibility study and conceptual option leading to the optimum project development options.
- Develop detail and comprehensive Pipeline engineering study in implementation project plans .
- Develop detailed plan and approach with regards to technology, methodology, commonality and analyze impact to project objectives.
- Identify areas for improvement and effective design engineering practices.
- Optimize facilities configurations; establish / recommend best configuration; and analyze specific requirement.

* Lead optimum design analysis and quality evaluation of detailed design leading to the completion of detailed drawings, manuals, design report and specification for optimum fabrication by performing the following activities :-
- Prepare and execute the contracting strategy, technical evaluation and propose recommendation of various type of design contracts, and liaise with other departments on the overall implementation.
- Review design requirement and schedule. Define contract scope of work for various activities e.g. facilities design, procurement of long lead equipment, services, fabrication, hookup & commissioning, offshore lifting and installation. Determine competent and qualified bidder for tendering exercise.
- Ensure Contractor's compliance to contractual requirement in project design engineering.
- Coordinate, supervise, review, recommend and provide feedback on issues between COMPANY internal department, contractor and vendors to meet overall project objective on cost, quality, schedule and safety.
- Develop project cost estimate. Prepare and review specific project budget for approval. Assists rightful claims for changes in works, involving addition and deletion of scope and actual work requirement.

* Development of equipment specifications, bid enquiry package and provision of engineering services for the purchase of company supplied equipment / materials.
- Prepare specifications complying to codes and standards, regulation and company requirements.
- Lead and facilitate a team of multi-discipline engineers in evaluating and recommending the appointment of vendors/contractors through tendering process and/or negotiation.
- Provide engineering skill in the reviewing and verifying vendor data to meet the project quality requirements.
- Approve completed works per contract milestones and verify invoices.
- Lead and facilitate Factory Acceptance Test of Pipeline related items to ensure full compliance to contract requirements.
- Exercise engineering judgment in providing resolution on Equipment problem arises during manufacturing process.

* Acquisition and application of new technology for effective cost optimization that suit the project and operational requirement by analyzing and preparing recommendation to ensure proven technology is used whenever possible and to select appropriate development solutions if proven technology is not available.

* Lead technical integrity check of project deliverables carried out by staff and project teams through execution of QA/QC functions, by means of Hazard and Operability Study (HAZOP), Peer/Line Review, Project Integrated Review (PIR), QRA, Project Risk Assessment (PRA) in compliance with PETRONAS Technical Standard (PTS); international codes and standard, and best practices; local authorities or government regulations. This scope include validation of all designs, calculations, scopes of work, specifications, bills of quantities, drawings and reports.

* Provide technical expertise to Project Teams during various phases of project execution, i.e. during conceptual, detailed design, Factory Acceptance Test, troubleshooting at site during fabrication and hook-up & commissioning; and to Production Units, i.e. operational audit, management safety audit, major maintenance turnaround, specialized troubleshooting, major replacement work and major plant upgrading.

* Develop and review key technical and work processes:
- Field Development Plan, Design Basis Memorandum, Conceptual` study options, reports and recommendation of line review.
- Scope of Work of design package (CTR), equipment and contract package.
- Technical specifications and evaluation criteria for the procurement of material, equipment and contract services to be consistent with CLIENT and host government procedures and guidelines.
- Quality initiatives and task forces.
- Revision and addendum to COMPANY Technical Standards.
- Standardized guidelines, strategies, philosophies and concepts for fit-for-purpose and life of field solutions.


2) Pipeline Replacement Engineer
Accountabilities :
* Lead comprehensive feasibility study and conceptual option leading to the optimum project development options. Develop detail and comprehensive Pipeline engineering study in implementation project plans.

- Develop detailed plan and approach with regards to technology, methodology, commonality and analyze impact to project objectives.
- Identify areas for improvement and effective design engineering practices.

- Keep abreast with the latest technologies / trends and staying current with training practices of other organizations and industries.
- Provide Core Skill Training for skill level 1 coordinated by INSTEP.

* Develop and review key technical and work processes:
- Field Development Plan, Design Basis Memorandum, Conceptual study options, reports and recommendation of line review. Scope of Work of design package (CTR), equipment and contract package.
- Technical specifications and evaluation criteria for the procurement of material, equipment and contract services to be consistent with COMPANY and host government procedures and guidelines.
- Quality initiatives and task forces.
- Revision and addendum to Company Technical Standards.
- Standardized guidelines, strategies, philosophies and concepts for "fit-for-purpose" and "life of field" solutions.


3) Riser Engineering
Accountabilities ;
* Lead comprehensive feasibility study, conceptual design and Front End Engineering Design (FEED) by developing detailed and comprehensive Riser Engineering study in project implementation phase, with regards to technology, methodology, commonality and analyze impact to project objectives, identify areas for improvement and effective design engineering practices to ensure optimum project development. Design Analysis and Quality Evaluation

* Lead optimum design analysis and quality evaluation of detailed design by preparing and executing the contracting strategy, technical evaluation and recommendation of design contracts, reviewing design requirement and schedule, defining and preparing contract scope of work during various phases of project development, ensuring Contractor's compliance to contractual requirement in project design engineering, leading to the completion of detailed drawings, manuals, design report and specification for optimum fabrication

* Develop, prepare and review project cost estimate, project budget for approval and verify claims for changes in works to meet overall project objectives. Coordinate, supervise, review, recommend and provide feedback on issues between COMPANY internal department, contractor and vendors to meet the overall project objectives on cost, quality, schedule and safety.

* Develop equipment specifications, bid enquiry package and provision of engineering services by leading and facilitating a team of engineers in evaluating and recommending the appointment of contractors, approve completed works per contract milestones, provide technical response to technical queries on riser engineering, provide engineering comment during the review and verity all technical data and specs to meet project quality standards and to ensure the purchase of company supplied items specifications complying with codes and standards, regulation and company requirements.

* Acquire and apply new technology that meet project and operational requirement by analyzing and preparing recommendation to ensure proven technology is used whenever possible and appropriate development solutions is selected if proven technology is not available for effective cost optimization.

* Lead technical integrity check of project deliverables including validation of all designs, calculations, and scopes of work, specifications, and bills of quantities, drawings and reports through execution of QA/QC functions, by means (where applicable) of Hazard and Operability Study (HAZOP), Peer/Line Review, Project Integrated Review (PIR), QRA, Project Risk Assessment (PRA) in compliance with PETRONAS Technical Standard (PTS); international codes and standard, and best practices; local authorities or government regulations.

* Provide technical expertise to Project Teams during various phases of project execution, i.e. during conceptual, FEED, detailed design, Factory Acceptance Test, troubleshooting at site during fabrication and hook-up & commissioning; and to Production Units, i.e. operational audit, management safety audit, major maintenance , troubleshooting, major replacement work and major upgrading to ensure successful project implementation.

* Develop and review key technical and work processes for Field Development Plan, Design Basis Memorandum and Conceptual study options by providing reports and recommendation, Scope of Work of design package (CTR), preparing Technical specifications and evaluation criteria for procurement of material, equipment and contract services, initiate Quality initiatives and task forces, revising and addendum to COMPANY Technical Standards and standardization of guidelines, strategies, philosophies and concepts for 'fit-for-purpose' and 'life of field' solutions to ensure consistency with PETRONAS and host government procedures and guidelines.
