Associate Proposals Engineer – West Division

KEY DUTIES/RESPONSIBILITIES
  • Key role for the coordination and preparation of Hallin Marine West Division Commercial Tenders
  • Assist with ensuring all Tender submissions for offshore projects meet company and potential client expectations whilst maximizing Hallin’s potential to win projects.
  • Provide support of the preparation of prequalification’s and other commercial activities.
  • Take responsibility for the co-ordination and preparation of the tender submissions for offshore projects involving ROV, Diving, IRM, Light Construction, Vessel operations.
  • Perform a detailed review of inquiry documents to enable full understanding of requirements. Ensure all requirements are identified for inclusion or qualification.
  • Co-ordination of internal and external support to provide input into the proposals. Eg HSEQ, Financial, Technical, Operations.
  • Ensure co-ordination of technical and commercial clarifications and liaise with client to seek further information as required.
  • Provide support in developing and proposing a technical and commercial solution to meet the client’s needs.
  • Follow the processes for internal approvals and prepare the relevant documentation for presentation to management. Manage the proposal schedule and ensure that all stages of the proposal preparation are carried out in a timely manner eg bid/no bid decision,
    Kick off presentations, interim reviews, final reviews, management approvals and final submission/delivery.
  • Assist with carry out a risk assessment and identify what risks require mitigation to an acceptable level either by cost or qualification.
  • Prepare using standard spreadsheets, the proposal cost estimate including obtaining accurate costs for presentation to management including recommendation for the sell rates and margins.
  • Assist with review and co-ordination of all technical and commercial qualifications for presentation in the submission including those provided from internal support departments. Co-ordinate with the Contracts Manager to ensure understanding of key contractual issues, ensuring consistency with the commercial and contractual qualifications as well as ensuring compliance with Contractor policies and commercial requirements.
  • Preparation of the final submission document that clearly explains the proposed technical and commercial solution and the benefits of using Contractor.
  • Liaise with client during proposal evaluation process, co-ordinating clarifications, negotiations and responses. Attend bid clarification meetings, preparing and giving presentations of the proposal as required.
  • If successful, in conjunction with the Contracts Manager ensure the final contract incorporates the position agreed during the negotiations. Liaise with client as required.
  • Once award has been advised with suitable contractual position arrange handover to the operations department and provide any post contract support required.
  • Using a central database, provide input to continually monitor and improve on Contractor’s commercial and bidding practices. Utilize this to assist with bidding strategies.
  • QUALIFICATIONS/SKILLS/EXPERIENCE & PERSONAL ATTRIBUTES REQUIRED
  • Educated to Degree Level – BSc in Engineering or Business Studies
  • Qualification in Contract Law – desirable
  • Experience in Oil/Gas/Marine industry or related industry
  • Experience/understanding of tendering, ideally in the Oil-related industry
  • Ability to  manage varying work load in a fast moving environment
  • Hold excellent interpersonal communication skills, as well as presentation skills
  • Understanding of contract / client negotiation process prior to award
  • Ability to work within tight deadlines
  • Ability to analyses information and accurately interpret the information and identify key points for requirements of proposals
  • Ability to work in a busy environment, meeting tight deadlines, with a flexible approach to solutions
  • Highly computer literate in Microsoft Office products
  • Strong organizational, analytical and interpersonal skills
  • Able to keep aware of industry trends and changes in the offshore market
  • Ability to gain and apply technical understanding of engineering projects and offshore equipment & resources
  • Maintains the highest professional standards and work towards self-development
