Responsibilities:   
1.Vehicle Management
-Conduct preliminary inspection on newly injected/ad-hoc vehicle to ensure compliance to the specification and HSE requirement.
-Monitor that all vehicles are well maintained by haulier, road worthy and safe to be used.
-Conduct monthly inspection on road tankers operating at the depots and verify all contractors' inspection records to ensure compliance to HSE and operating standard.

2.Drivers Management
-Monitor that only certified drivers (i.e. who are fit and approved to drive) are driving the approved vehicles to ensure compliance to standard operating procedures.
-Monitor that all drivers are practicing safe defensive driving and highlight on any non-compliance to superior for further action.
-Resolve public/customer complaints to ensure no recurrence
-Participate/monitor drivers related activities conducted by the haulier (e.g. safety meeting, development training, emergency drills.)
-Conduct tools box and coordinate monthly meeting with the drivers to communicate any updates and resolve issues related to land transport.
-Monitor that haulier conduct the periodical drug and alcohol test on the drivers to ensure compliance to the HSE and Standard Operating Procedure.
-Monitor that all drivers attended the required training (e.g. orientation, pre-acceptance, defensive and refresher) and maintain training records.
-Maintain the Merit and Demerit System and prepare monthly report for each depot.

3.Journey Management
-Monitor that the drivers/haulier comply with the driving/working hours regulations and report any violation to the regulation to superior for further action.
-Monitor and ensure Vehicle Tracking System is functioning and procedures are followed, and all trips taking more than 12 hours being properly managed by haulier.
-Conduct inspection on Haulier's Parking Base to ensure drivers complied with the regulation.

4.Customer Service / Delivery Operations
-Verify all hardship and staging claims before processing to ensure accuracy.
-Monitor that all scheduled vehicle arrive for delivery as planned and prepare monthly performance report.
-Maintain haulier KPI for measuring their performance, analyse trends and highlight to superior.
-Participate in monthly settlement meeting to update haulier#s monthly performance and provide feedback to haulier and relevant department on haulier's/ drivers performance.
-Monitor and ensure that one copy of returned DN are compiled by haulier and record kept.
-Resolve customer complaints related to delivery operations e.g. shortage, spillage, contamination inappropriate driver's behavior & safety.
-Determine accessibility and safety of new customer sites and existing sited (if there is changes). Provide recommendations to ensure sites are safe and accessible for deliveries.

5.Incident Management
-Prepare road tanker Incident Notification Report for Superintendent#s review prior to circulation.
-Participate in incident investigation to ensure all elements are covered by the haulier and to protect company interest.
-Focal point for any incident and attend to the accident / incident involving road tankers.

6.Operational Haulier Contract
-Monitor that haulier follows all terms and conditions of the Contract to ensure compliance, and escalate non-conformance to superior for further action. Follow up with Haulier on Audit action items    

Requirements:   
1. SPM and Certificate / Diploma from Technical Institution
2. 6 years experience in transport operations or enforcement.
3. Good technical knowledge on vehicle
