With its head office in Calgary, Alberta, Canada, Talisman Energy Inc. ("Talisman") is a large independent oil and gas producer with global operations. In Malaysia and Vietnam, Talisman, through wholly-owned subsidiaries, is the production sharing contact operator of Block PM-3 Commercial Arrangement Area, Block PM 305 and Block 46 Cai Nuoc. The Company also has an interest in the Truong San Joint Operating Company.

In line with our expansion and growth, we are seeking a qualified and highly-motivated candidate to join us in the following position:
Integrity Engineer
Kuala Lumpur

Responsibilities:
JOB SUMMARY
  1. Develop and tune Operational Integrity Procedures and Specifications related to QA/QC;
  2. Participate in design reviews, HAZOP, HAZID to provide Operational Integrity input during the various stages of the design, fabrication and installation of new facilities;
  3. Review, comment and capture engineering changes in the Computerized Integrity Management System;
  4. Promote higher standards in quality for construction and modification of Talisman facilities, at construction yard and/or offshore;
  5. Develop and expedite issue of integrity/inspection engineering work-related contracts and contract variations, including via technical and budgetary presentations to Petronas;
  6. Manage Inspection engineering contractor for entering new equipment data in the computerized Integrity Management System;
  7. Develop Integrity/Inspection Engineering work programmes and budgets;
  8. To promote the development and use of automated and consistent methods of gathering and analysing integrity / inspection data, e.g. via Talisman computerized tools (e.g. Credo, Maximo, e-works);
 

PRINCIPAL ACCOUNTABILITIES
  1. Develop or review Operational Integrity procedures for QA/QC work activities of new projects, engineering changes, repair and replacements (QR) in accordance with Talisman Global Standards and Golden Rules for safe operations;
  2. Disseminate Talisman Global Standards, Operational Integrity procedures and specifications to peers, subordinates and Integrity / Inspection Engineering contractors;
  3. Be involved in PDS gate reviews for new projects;
  4. Be a part of a technical team for reviewing Basis of Design, HAZOP, HAZID for new projects and conventional engineering changes;
  5. Review and endorse engineering changes through the Talisman Malaysia e-works system;
  6. Identify Operational Integrity requirements (NDT, baseline inspection, certification / surveillance, data collection, documentation close-out, etc.) for new projects, engineering changes, repair and replacements;
  7. Capture engineering changes in the Computerized Integrity Management System (Credo);
  8. Nominate a review team of integrity engineers and act as a job engineer for repair and replacements changes;
  9. Review and endorse baseline inspection workpacks for engineering changes and repair / replacements works, indicating the right level of surveillance required during fabrication, installation and commissioning and hand-over;
  10. Advise onshore and offshore inspection engineers on discrepancies and variations of OI requirements during fabrication, transportation and installation phases, including documentation;
  11. Project management of Integrity / Inspection Engineering activities (e.g. baseline inspection) as required, including close-out and update of Computerized Integrity Management System (CREDO);
  12. Preparation and/or revision of yearly, 5 yearly and longer term inspection engineering schedules and for known project, repair or replacement activities;
  13. Preparation and/or revision of project, campaign, yearly and longer term Integrity / Inspection engineering budgets;
  14. Monitoring of budget usage of contractors’ expenditure against release orders;
  15. Preparation and presentation of technical, safety and budgetary justifications to higher management and to Petronas committees;
  16. Preparation of summary workscope and work control documents for incorporation in new invitations to bid, contracts and contract variations.
  17. Audit and critical review of work practices, procedures, techniques, personnel and equipment used by Talisman and Talisman contractors in performing work for Talisman;
  18. Review of new systems, emerging technologies and innovation in the inspection and data management industries, with a view to ensuring current best practices are adopted by Talisman;
  19. Provide input for reviewing, tuning and developing Talisman’s existing Computerized Integrity Management System and resources to improve subsea work efficiency and quality where possible
Requirements:
QUALIFICATIONS, EXPERIENCE & SKILLS REQUIREMENTS
 
Qualifications
  1. BSc or MSc degree in an engineering discipline or other technical discipline of relevance to design, quality control and/or integrity management;
  2. Additional vocational or trade qualifications or certification in QA/QC inspection, non-destructive testing, corrosion management or other disciplines of relevance to integrity management
Experience
 
The jobholder should have all of the following as a minimum:
  1. 10 years experience in the Oil & Gas Industry in a certifying authority or quality control position with 5 years minimum in a leadership role;
  2. Substantial Project Management experience, including contractor management;
  3. Experience in design reviews;
  4. Experience in HAZOP, HAZID and risk assessment studies;
  5. 3 years experience in development and usage of quality control management system and procedures;
  6. Familiarity with structure, risers, pipeline and topside static mechanical equipment fabrication codes and techniques;
  7. 500 days hands-on experience of quality control activities at yard / offshore for oil & gas facility construction projects;
  8. Substantial experience in defining nomenclature systems and building asset inventories for structure, risers, pipeline and topside static mechanical equipment;
  9. Familiarity with engineering change management through management of change process, including documentation requirements;
Required Skill Set & Knowledge
  1. Good knowledge of technical safety, occupational health and environmental hazards related to new construction project and modification works;
  2. Able to recognize the need for, initiate, conduct, document and manage an effective Job Hazard Analysis process;
  3. Comprehensive knowledge and understanding of construction and repair processes and associated documentation;
  4. Comprehensive knowledge and understanding of inspection, destructive and non destructive testing techniques, including advantages and limitations;
  5. Able to advise and make decisions on QA/QC requirements for construction and modification projects, taking into consideration HSE issues and cost-effectiveness;
  6. Able to assess QA/QC and inspection personnel performance, training/mentoring needs & optimum duties allocations;
  7. Able to manage and develop a small team of contractors, but similarly skilled, engineers.
  8. Able to use Microsoft Office applications, particularly Microsoft Word and Excel, at an advanced level;
  9. Able to generate comprehensive reports and presentation packs;
  10. Able to interpret engineering drawings;
