1.Construction Area Superintendent

Job Function:

·Manage company site teams in accordance with project objectives, interfaces with working groups at the site.

Responsibility And Duties:

·Reports to construction lead and will assist him in executing his responsibilities and act in his behalf during his absence.

·Monitors contractor’s she program on site to ensure compliance to expansion project procedures.  Address goals set by the project in these areas.  Reports statistics in a timely manner.

·Represents ptf for all construction activities and is the project field contact with the contractor’s construction site organization.

·Monitor contractor’s construction activities and provide advice as necessary to ensure they meet job specifications within budget and schedule and that they comply with operating unit safety rules and procedures.

2.Management Change Of Coordinator

Job Function:

·Provides project wide coordination of moc (management of change) process, and assist epc contract administrators and project control leads, also the jakarta home office contracting team in terms of capturing, documenting and obtaining appropriate approval of any potential commercial impact of moc’s (i.e.: variance order requests (vor) or change order requests (cor)), before they become change orders.

Responsibility And Duties:

·Develop project moc approval and distribution matrices for mocs

·Ensure mocs are properly routed and approved (verification indicated by change coordinator approval of each moc)

·Assist in the development of moc estimates. Develop moc estimates for owner’s cost originated by the home office, particularly against 3rd party contracts

·Verify the epc changes and consolidate owner’s cost changes to the overall project costs and updates to the current control budget.

·Evaluate the effect of staffing/work-hour changes on the schedule and of updating the project control schedule for the jakarta home office team.  Provide support to the epc project controls leads on this task as required

·Ensure that the completed and signed risk screening checklist and risk screening matrix or risk assessment are included in the moc file before moc is approved/authorized for use

·Ensure changes are approved per the moc approval guide

·Plot/track the total project and individual project component cumulative cost of changes compared with the contingency rundown.

·Plot/track the overall number of approved and pending changes (maintain a project wide single moc log).

·Plot/track moc reporting metrics.

·Organize and actively participate in management and executive change committees

·Conduct a periodic review (at least biannually) to identify project mocs that have been initiated but not yet dispositioned (approved to progress), to determine with the change sponsors if such mocs continue to represent potential changes, or if they should be voided.

·Compile moc documentation.

·Assist the project controls supervisor in reviewing the moc system with all the key members of the pt to identify the personnel who require training, ensuring training is conducted and maintaining project training records

·Train new pt members in moc system as they are mobilized to the project

·Conduct semi-annual document assessments of the ifc and ifd drawing changes, ccos, and ncrs to ensure mocs are submitted when required

·Confirm that change sponsor designated change as “discretionary” or “non discretionary” directly on moc at time of pending approval to progress

·Confirm that change sponsor designated verification method directly on moc at time of pending approval to progress

·Confirm that verification method indicated on moc by change sponsor was performed and documented before closing out an moc

·Verify with epc project controls leads and jakarta home office contracting team change order completion to start the moc close-out process

·Coordinate with all pt members the preparation of any required project close-out moc documentation

Required Knowledge, Qualifications, Skills, And Experiences:

·Bachelor of science in engineering.

3.Spread Superintendent

Job Function:

•oversee the execution of fabrication, construction, hookup, and mechanical completion of the structure and facilities

•coordinate activities of site safety advisor and technical and inspection personnel

•monitor and appraise contractor construction activities and performance

•determine corrective actions needed in order to meet project objectives and work to have these implemented

•coordinate interfaces and interactions with contractors and subcontractors, and with operations and drilling personnel on site

•report progress, performance, initiatives, issues, and challenges to site manager

Responsibility And Duties:

•promote safety awareness and safe performance among project team members, including consultants and contractor personnel

•provide input to and review development of contractor’s detailed plans to complete the work

•monitor and appraise contractor’s performance and recommend corrective action to be taken where deficiencies are detected; verify actions are taken

•coordinate resolution of production and technical issues with appropriate company and contractor resources on and off-site

•establish, implement, and maintain mechanical completion verification plan and process

•ensure appropriate material handling and working environment reviews are carried out at site and that findings are resolved and implemented by contractor

4.Commissioning Mechanic & Piping

Job Function:

·The commissioning specialist – mechanical & piping reports to the commissioning lead – onshore facilities and his scope of work includes epc1, 2 and 5 projects . The specialist primary function is to collaborate with the epc contractors to develop project commissioning plans and procedures for systems and equipment associated with mechanical and piping, and to execute the project commissioning programs under the leadership of the commissioning lead.

The specialist shall provide oversight and assists in the execution of the commissioning and turnover programs and supports all systems completion activities from construction through stable operations phase. The specialist shall act as an sme (subject matter expert) in the discipline specific commissioning activities. The specialist is responsible to provide guidance, training, and oversight within his discipline regarding commissioning planning and execution to the pt organization and contractor’s systems completion organization.

Responsibility And Duties (Including But Not Limited To) :

·Provide support and guidance to the epc contractors in the development of project specific systems completions plan.

·Provide support in the installation and operation of a computerized completion management system (cms) database for tracking, certification, and quality control purposes. Monitor the cms database of engineering parameters, check sheets, and verification criteria.

·Involve operations representatives in commissioning planning and execution. Ensure operations personnel are familiarized with plant equipment and systems according to the requirements the operability management plan.

·During detail design phase, under the direction of the commissioning lead and in collaboration with the epc contractors:

·Provide guidance to epc contractors to ensure proper planning of commissioning activities and alignment of execution planning with pt and operations.

·Prepare all commissioning deliverables  including turnover and completion packages (tcp's), work packs, check-sheets, systems boundary drawings, systems description, minimum equipment testing matrix, commissioning procedures, preservation/de-preservation plans and procedures, completion dossiers, final systems list and priorities, commissioning spares, first fills, commissioning consumables, temporary equipment for commissioning, etc.

·Create a vendor support register for commissioning activities including timely mobilization and demobilization dates. Liaise with start-up lead to integrate commissioning and start-up vendor support requirements

·During construction, commissioning and start-up phases, under the direction of the commissioning lead and in collaboration with the epc contractors:

·Provide onsite safety leadership to ensuring safe execution of commissioning activities and participate in pt safety initiatives

·Execute fat (factory acceptance test) plan and procedures and ensure that contractors document the execution of fat and upload the fat results into the project cms database.

·Provide guidance and participate in commissioning activities during construction completion, static commissioning, dynamic commissioning and turnover of systems.

·Provide guidance and participate in the execution of discipline specific commissioning procedures, tcp’s and work packs and ensure that they are executed in accordance with the systems completion specifications. Assist with trouble-shooting of systems and processes when required.

·Provide guidance and participate in the execution of systems completion acceptance processes including walk-downs and punch list activities

·Provide commissioning input for safety and operability reviews

·Review startup and operating manuals and provide input

·Provide timely recommendations in regard to contingency plans and changing schedules.

·Provide support to the start-up team in the planning and execution of the facilities start-up and performance test

·Assist in coordinating workshops to capture lesson learned

Required Knowledge, Qualifications, Skills, And Experiences:

·A minimum of 10 years relevant work experience in engineering, construction or commissioning of oil and gas project facilities or related industries and/or operations of oil and gas facilities, upstream and/or downstream, including a minimum of 2 years work experience as a completion/commissioning specialist in a similar size and complexity project

·Direct "hands on" experience in project commissioning activities of similar size and complexity.

·Proven expertise in mechanical and piping systems commissioning.

·Excellent working knowledge of mechanical equipment, piping detail, civil works, and broad-knowledge of site specific mechanical systems.

·Strong working knowledge of plant processes combined with good trouble-shooting skills.

·Working knowledge of industry practices, processes, and expectations with respect to mechanical equipment, piping, electrical, instrumentation and control systems completions and commissioning.

·Practical experienced in an h2s environment.

·Overseas work experience is desirable but not required. 

·Demonstrated excellent interpersonal skills and communication skills with the ability to interact effectively with project personnel.

·Ability to work in harsh environments and in stressful situations.

·Proficient in microsoft office suite and other related softwares

·Demonstrated willingness to relocate to engineering office site, installation site and other work sites as required for the banyu urip onshore projects completion/commissioning. 

5. Integrated Project Specialist

Controls the flow of technical data across one or more project work package fronts (other EPCs, Drilling, Production etc.) and contractor interfaces to ensure a consistent design basis and data set, thereby assuring overall design consistency and integrity in line with the project schedule.

Responsibilities:
·Ensure that interfaces are formally closed and approved by all parties before the design is frozen.
·Ensure that interfaces are executed and completed in accordance with project objectives.
·Monitor, update and record revision and status of interfaces.
·Maintain and update the interface register.
·Control the process of interface identification and definition of the technical and execution interfaces.

Qualifications And Skills Required:
·Bachelors or equivalent degree in engineering.
·10+ years of upstream oil and gas knowledge and professional experience.

6. Cost Engineer

Function:

·Provides Cost And Schedule Information To Using System And Methods For Project Management, Cost Control, Schedule, Etc

·Implements All Aspects Of The Project Change Management, Estimating, Cost Control, Progress Measurement And Schedule Control.

Responsibility And Duties:

·Provides Overall Project Cost, Schedule, Estimating, Progress Measurement And Change Management Leadership And Expertise.

7.E&I Inspector – Field Facilities

Ensure the installation of Electrical & Inspection (E&I) equipments / instruments are meeting the project specification quality requirements and / or vendor recommendations.  Interfacing with other disciplines starting from receipt of the E&I items through calibration and installation to final pre-commissioning / commissioning activities. 

Key requirements for this position are:

•Experienced in witnessing SAT (Site Acceptance Tests) and FAT (Factory Acceptance Tests) of Electrical & Instrument control systems

•Exposure to DCS instrumentation works and commissioning of the same

Responsibility And Duties:

•Oversee and monitor inspection of E&I activities conducted at Contractors / Sub-Contractors facilities and in the field

•Participate in receiving inspection of E&I items at site and monitor the preservation program for the same until hand over

•Review or assist in reviewing E&I QC documents such as QA plans and pre-commissioning procedures

•Jointly develop E&I inspection check lists or review the check lists generated by the Contractor for compliance to project requirements

•Witness instrument calibration at contractor facilities and / or in the field for permanent project materials and temporary test instruments / equipments used in E&I construction works

•Co-ordinate with Contractor and construction on cable tray routing and installation inspection

•Ensure cable pulling and termination using proper crimping tools are done as per approved cable schedules and project specifications.  Check cable ID markers for traceability.

•Witness installation inspection of E&I control panels (both local and inside the control rooms)

•Monitor and witness continuity and meggering inspection works for cables

•Monitor cable laying works in trenches, through ducts and on cable trays

•Witness loop checks and review records for the same

•Inspect installation and testing of instrument tubing works

•Review Contractor’s field inspection and test reports and ensure that inspections are carried out as per approved ITP persyaratan

•Assist and co-ordinate with other disciplines on electrical motors installation and alignments

Position :

1.Regional Mechanical Technical Authority

Region Technical Authorities are expert in Mechanical engineering. The Mechanical Engineering TA is a primary source of technical advice in mechanical areas to the EA (Engineering Authority) within the Region.

Region ME Technical Authority shall:

-At minimum bachelor degree in Mechanical Engineering, preferably Master degree

-Minimum of 15 years continues experience in Oil & Gas industry experience – offshore and onshore projects and operations, with at least 5 years as Lead engineer

-Expert knowledge of design, selection and application of ME including Pressure Vessel, Piping, Heat Exchanger, Valve in oil & gas offshore and onshore projects and facilities.

-Expert knowledge in Risk Based lnspection and Maintenance of ME within the hydrocarbon gas processing and LNG industry.

-Proven capability to provide ME technical guidance and assurance for major projects / operations, Knowledgeable of key engineering contractors and ME suppliers

-Expert knowledge and experience in Commissioning, Start up, Operational and Reliability Maintenance of Mechanical Equipment.

-Having expert knowledge of international codes and standard associated with ME, including evaluating deviations or exemptions to established specifications and standards.

Management and overall accountability for the mechanical discipline at the asset providing guidance on scope and priority in support of safe and reliant operation.

-A minimum of Bachelor Degree in Mechanical Engineering

-Knowledge of relevant Codes, Standards and applicable Regulations
