SCOPE OF WORKS

Position                    : Senior Engineer (Mechanical Engineering)

Job Description

1. Lead comprehensive feasibility study and conceptual option  to the optimum project development  option through:-

-  Developing Mechanical Piping detail and comprehensive project plans.

-  Analyzing the project requirements with consideration of PCSB long term plan in line with company objectives.

-Analysing detailed plan and approach with regards to technology, methodologies, commonality and impact to project objectives.

- Identification of areas for improvement and effective design engineering and project implementation practices.

-   Optimisation of facilities configuration and establish / recommend best configuration and analyze specific requirement.

 

2. Lead optimum design analysis and quality evaluation of detailed design leading to the completion of detailed drawings, manuals, design report and specification for optimum fabrication by performing the following activities:-

-Prepare and excute the contracting strategy, technical evaluation and propose recommendation of various type of design contracts, and liaise with other departments on the overall implementation.

- Review design requirement and schedule. Define contract scope of work for various activities e.g. facilities design, procurement of long lead equipment, services, fabrication, hook-up and commissioning. Determine competent and qualified bidder for tendering exercise.

-  Coordinate, supervise, review, recommend and provide feedback on issues between PCSB internal department, contractor and vendors to meet overall project objective cost, quality, schedule and safety.

 

-  Develop project cost estimate . Prepare and review specific project budget for approval. Assist rightful claims for changes in works, involving addition and deletion of scope and actual work requirement.

 

3. Development of equipment specifications, bid enquiry package and provision of engineering services for the purchase of company supplied items;

- Prepare specifications complying to codes and standards, regulation and company requirement.

- Lead and facilitates multi-discipline evaluation teams in evaluating and recommending requirements.

- Formulating and developing new company wide engineering specification to meet new challenges in project and operational requirements.

-  Provide engineering skill for the quality vendor data review and verification.

-   Verify completed works/invoices per contract milestones.

-   Lead and facilitate Factory Acceptance Test to ensure full compliance to specification.

-  Performing QC specialist review, assessing operating performance and study/analyze all feedbacks for design optimization.

-  Incorporate lesson learn and best practice from Partners and Industry.

 

 

4. Acquisition and application of new technology for effective cost optimization that suit the project and operational requirement by analyzing and preparing recommendation to ensure proven technology is used whenever possible and to select appropriate development solutions if proven technology is not available.

 

5. Lead technical integrity check of project deliverables through execution of QA/QC functions, by means of Hazard and Operability Study (HAZOP), Peer/Line Review, Project Integrated Review (PIR), QRA, Project Risk Assessment (PRA)Technical Standard (PTS); international codes and standard, and best practices; local authorities or government regulations. This scope includes validation of all designs, calculations, scopes of work specifications, bills of quantities, drawings and reports.

 

6.  Provide technical expertise to Project Teams during various phases of project execution, i.e. during conceptual, detailed design, Factory Acceptance Test, troubleshooting at site during fabrication and hook-up & commissioning; and to Production Units, i.e. operational audit, management safety audit, major maintenance turnaround, specialized troubleshooting, major replacement work and major plant upgrading.

 

7. Develop skill and expertise within Mechanical Skill Group through:-

 

-Keep abreast with the latest technologies / trends and staying current with training practices of other organizations and industries.

 

8.  Develop and review key technical and work processes:

- Field Development Plan, Design Basis Memorandum, Conceptual study options, reports and recommendation of line review.

-Scope of Work of design package (CTR), equipment and contract package.

-Technical specifications and evaluation criteria for the procurement of material, equipment and contract services to be consistent with   government procedures and guidelines.

- Quality initiatives and task forces.

-  Revision and addendum to Petronas Technical Standards.

- Standardized guidelines, strategies, philosophies and concepts for “fit-for-purpose” and “life of field” solution.

 

Job Purpose:

1.  Plan, execute, control and supervise engineering work activities and perform project execution activities from contracting strategy, technical and commercial evaluation, contract execution and budget observation through out conceptual and detailed design, fabrication, installation, testing and hookup & commissioning of surface facilities particularly in the Mechanical Static for all field development projects undertaken by Company in line with company policy/objectives to ensure reliable and successful  implementation which is critical to operational needs.

 

2.Provide total technical integrity solutions and expertise through technical review/compliance check and specialized studies; and continuously assess and enhance facilities design concepts, strategies, philosophies, standards and specifications to domestic and international.

 

3.  Train and develop skill capability and expertise of Junior Engineers in the section.

-  Memilikisertifikat Tropical - Helicopter Underwater Escape Training (T-HUET)

-  Memiliki sertifikat Tropical - basic Offshore Safety Induction & Emergency Trainging ( T-BOSIET).

-  Memiliki seritifikat Basic Fire Fighting - Emergency Breating System Training (T-EBS).
